The bonuses will only help the botters. That's how fast they will recover, if they're damaged at all.
Jagex has announced their project, code named, 'ClusterFlutter', that will remarkably triumph over the six year reign that botting has had. This project isn't completely intended for stopping botters, though they believe it is targeting approximately 98% bots seen while playing, but they seem to also finally target the gold farmers. With over 1.5 million accounts detected and banned for botting or gold farming recently, no doubt that this could change the game forever.
ClusterFlutter will take place in Runescape Tuesday, the 25th of October, which will disable any use of "reflection" bots from ever working again. Jagex staff has called this 'bot-nuking day', and believe this will go down in the games history. The thing about this is that only some bots actually use reflection. Timer, administrator and the main updater for Powerbot, told me that Powerbot does not use reflection, so they should hardly be harmed by this. I have been told that RSbuddy has some uses with reflection, so they may be down for a short time period. The main thing this will stop is all nexus and other "auth" bots, which are more used by gold farmers due to the quality.
In the past updates to stop botting, Jagex would announce it and leave the topic to rest. People would say that this update would do nothing, and no replies would be answered. Runescape has already said that on October 25th, there will be bonuses starting on that day, till Friday. It seems incredibly brave to give these bonuses with the possible fact that this may not even stop botting. Jagex moderators have even joked of RSbuddy thinking they will survive the "nuke", and that they will cry over the months.
Nothing is set in stone, and bot developers have shown signs they are waiting for the "nuke" to see what they actually need to fix, but what is left for botters? Do you think they will recover and if so, when?
Edit: Apparently this could be the "end" to botting. Not only is reflection going down, but also injection. Not saying developers will beat this, but it will take a while.. For those who don't know, Powerbot and RSbuddy use injection.

I think it's weird that Jagex is even announcing this. The fact that they are being so cocky makes it seem as if they aren't announcing everything they are planning to do.
