RSBuddy will be slightly down some features. They will recover within days. RSBot may not even use reflection. They will recover if they do. Nexus will be fucked for a bit, but those guys aren't dumb. They will recover.
A small percentage of bots will be down. But more botters won't bot this week. Jagex is trying to implement the fear element almost as bad as they are trying to patch bots.

Lol you're funny. It states right in Jagex's post that they are stopping reflection bots. The 2 biggest bot clients barely use reflection, if any at all. They will recover, given that they are damaged at all.
Apparently, injection is going too.
