VIPs should not be able to verify, but there is always exceptions. In demonfox's case I think he should be able to, since he was a GM.

Regardless of past status, being able to verify something is a Moderators job. And I do think somewhere it states that only moderators can verify something.

Second, no. I am a VIP, and I'm not going to verify shit. Sure, I can go buy VIP for ten bucks then "verify" someone. They could be an alt, I could be a scammer, I could make a couple of hundred and lose 10. Profit? Yes. Only Mods, GMs and Admins have this right, they run the site, they have nothing to gain (because most of them have more poe than anybody on the site, or don't play the game at all.) One would assume by the hissy fit you threw, you ment verifying the userh had PoE. Which currently you need to be a moderator to do. It does not matter if you are a retired mod, you are no longer a mod. You no longer have the ability to verify if a person has PoE or not.
